The current ruler widget is based on code contributed from an external source,
and was implemented at the beginning of the CWC project before we understood a
lot about DHTML and javascript.  There are a lot of very slick ruler
implementations out there, and the Chameleon one is probably the worst.

This widget needs a complete redesign from scratch to bring the source in line
with our current javascript/DHTML standards, and to make it a lot more useful
and informative.
