As a task for 1.99 final we will have to figure out, what the best way we can
incorporate the Chameleon documentation (ie. Help Viewer) within Chameleon Maptools.

This will be done by having the help viewer to be portable outside of chameleon
so that chameleon doesnot have to be installed. This will be done by outputting
html widget docs.
