I used the "sample_enhanced.html" and click on the link besides the "popplace"
layer.  Beside "Queryable ?", "No" appears.  This layer is queryable.

fixed in cvs.  The problem was that the layer had no template set, but the
classes did.  The code was only checking for a template at the layer level. 
Change is in layerinfo_body.phtml in php_utils/src/phpwms
