UpdateMap no button or base include tags for output xml. For some reason the
attribute groups button and base are not identified during doc_builder process.

Changed target to 1.99 RC 1.

button is still not being added, but has been manually added.

moving target to final release

Fixed in CVS.  The moButton var was not being intialized.
