I cannot remember what we decided on this, but I will put it as a bug any ways.

There is no direct access from chameleon to the doc_builder, or even the Doc
viewer and also for the HTML docs. This should be a considered a new feature for
the Admin tool interface.

There could be a config option for these features to be present in the Admin
tool interface.

Doc Viewer default ON (for chameleon application developers)
Doc Builder default OFF (for developers of chameleon only)

Is this what we want to do?

Changed target to 1.99 RC 1.

The help docs are not an admin function so they should not be in the admin
interface. People who need the help docs may not have access to the admin
interface in a properly configured system.

Re the doc builder, I think we decided that this is primarily an internal tool
for this release so we don't want to advertise it in the admin tool either.
