In Chameleon.xml the default placeholder for environment-specific variables is %
SOME_VALUE%.  This may be confusing to users - they may appear as runtime 
variables that Chameleon modifies itself.  Is there another way of specifying 
that these values need to be changed by the user?

Changed target to 1.99 RC 1.

these values were put there when the first version of the installer was
developed because the installer was automagically replacing them with the
correct values.  I think that we should leave them as is and make sure that the
installation documentation describes things fully.

won't fix for 1.99.
