In order to work with the service instance we will need to be able to use URLs
as file locations for the various files required by the XMLThemeLegend widget.

Changed target to 1.99 RC 1

Changing Version to 1.99 (2.0 not being worked on yet).

requires modification to use findFile and associated functions.

the code appears to have been updated to use getRemoteFile as part of the work
done for bug DM 2905.
