"owtchart.exe" and "gifsample.exe" are not under "\ms4w\Apache\cgi-bin"
directory.  To respect the ms4w package philosophy a user should be able to run
the application right away.

owtchart.exe and gifsample.exe are now included in /cgi-bin

Verified on Windows XP ms4w 20040721.
