The default tab on load is the navigation tool bar with the zoomin as the default action. If the user selects the ROI Tab the rectangle draw button is highlighted but the user still can zoom in. I think any second Tab ToolSet should not have a highlighted default button selected. The other issue related to the ROI set is even if the user tries to select an ROI Tool the buttons seem to be still stuck on the ZoomIn tool. It requires a couple selections and re selections of any ROI button until the app switches to ROI Draw mode.

I don't think it is the rectangle draw button that is active, I think it is the 'normal mode' button that is active. The drawing tools are all part of the same toolset as the navigation tools (required, you can't change this or it will break) but the mode tools are part of a different toolset (again, required).
