Couple issues/suggestions, currently I cannot apply the point stroke (outline)
to a point feature on the map eg. red circle with black (or green) outline. Is
this feature currently suppose to work?

The Term "Stroke Color" is this the best word to use for a point. How can a
point have a Stroke? The term Stroke should be reserved for lines and polygon
lines. Stroke maybe the sld parameter, but it does not need to be the defined
that way on the interface. How about "Outline Color"? It is up to you guys on
this one....

stroke and outline are different noun for the same thing.

points *can have a stroke because the symbol is a shape that has a stroke and
fill.  I know you are used to mapserver language "outline" but SLD language is
different.  Note that most graphics software that I've used (intended for design
professionals) use the term stroke.

*as to whether this works in mapserver, I cannot comment
