Since bug 177 and 883, we have a new chameleon dll. This is a PHP module that is
used to replace the wmsparse utility.

We need to include this new DLL in MS4W so it will be used instead of the
wmsparse cgi.

The DLL is in /netbin/private/php_chameleon_20050412.zip

added the necessary files for the php_chameleon extension to the ms4w v1.1
base. 

(other files for chameleon were already part of the base, so that's why i added
it to the base..that and i know we'd forget these files the next time we built
a
chameleon-ms4w package).
