In IE when at the maximum zoomed in level some tiles to not refresh when you use
the Home/End/Page up/Page down keys. To duplicate just zoom in all the way on an
urban area then use those keys. You should notice that some tiles near the edge
of the map do not refresh themselves.

I just noticed that you can cause the same problem by double clicking to pan
quickly.

If you click on the map after it has finished though, the tiles will refresh as
expected.

this may be the same problem as bug 1038 with a slightly different manifestation
... adding dependency until we figure out the problem.

For the record ... when we removed large scales (ie, 1:3000 and 1:10000) this
behaviour stopped happening.  Further possible support of Bug 1038.

confirmed that the same issue as bug 1038 was causing this problem.  marking as
duplicate
