The scale widget assumes the UPDATE_MAP form variable exists whtn the
SUBMITONKEYPRESS attribute is set to true.  This form variable only gets created
by the updatemap widget.

Added UPDATE_MAP form variable to the scale widget.  Fixed in main & 20
branches.
