Must create new attribute class "Shared Resource Only".
 
This should be completed for RC1 since this is an important documentation issue.
This change will effect:
* xml schema's
* xslt's
* any attributes that are should be changed to ShearResouce Only I believe this
effects Button.en-ca.doc.xml and possibly POPUP.en-ca.doc.xml , and MapDHTML
widget, and any other widget docs that have defined shared resources(?).

Changed target to 1.99 RC 1.

this will be addressed by Chris for RC1 but not necessarily the way described in
comment #1 (but all those files will be affected).

There is no Shared Resource Only class, or at least not clearly identified. If a
new class is required it can be easily added in the future. 

I will set this to fixed, because the new documents do clearly define where
attributes can be added to eg. attribute and tag syntax section specifically.
