Changed target to 1.99 RC 1.
I just checked the code, the IMAGE attribute is correctly registered. Perhaps this has something to do with the code that tests to see if a widget is in the button group?
Paul, I was thinking this was the problem, but I did not have the confidence to
staight this. Instead I filed a bug about renameing the IMAGE attribute (bug
807). You rejected this idea. In the context of this bug it seemed an easier and
realistic request to rename an attribute, vs. trying to find another what
identify an attribute found in the attribute group and within the widget.
actually I forgot that I filed bug 805 that states that for some reason the
button group is being registered for the keymap widget.
In the context of this bug it makes sense why IMAGE is not listed with the
attributes.
only Navtool and base attribute groups should be listed in the include section
of the xml doc.

Eventhough this bug needs furthur Design Decisions within the context of Chameleon. The issue for this attribute still exists. when the xml doc is being processed for this widget this attribute will be removed. I would like bill to give suggestions for this issue, before proceding.
