stroke and outline are different noun for the same thing. points *can have a stroke because the symbol is a shape that has a stroke and fill. I know you are used to mapserver language "outline" but SLD language is different. Note that most graphics software that I've used (intended for design professionals) use the term stroke. *as to whether this works in mapserver, I cannot comment
