As of now the behaviour is that the tool stays active if you move the mouse outside of the map area, but it is 'frozen' and the current action will not resume until you move back inside. If you release the mouse button outside the map area, it will submit/process based on the 'frozen' state. The only widget that does not work like this is the Pan widget, and this is considered a bug to be fixed for 1.99 ... reassigning to Assefa for fixing the Pan bug.

this appears to work for the pan widget now in the same way that it works for the zoomin widget (for instance). Marking fixed.
In windows ie.6/firefox 0.9.2 both the zoomin and pan work the same way. where the user cannot click or release the tool when cursor is outside the map view. The user can only cause an action (release the tool from cursor) if they click within the map view. Set to verified for windows.
Verified on Fedora Core 2.
