This maybe a separate doc that references the Help Viewer How to.. (bug 832).
But would reference this document. 

Help Viewer Intro doc will deal with:
* It will asked as the default page of the application.
* A friendly welcome intro.
* purpose, and general guidence to start looking at other documents.
