http://localhost/ index page for chameleon has a link to the
http://localhost/chameleon/docs/ 

this path is not valid since this directory is not found in the current ms4w
beta3 chameleon beta package.

This is should be fixed for beta 3.

the Makefile was still attempting to include the html directory in the package
instead of the docs directory.  Fixed in cvs.
