MapTips widget is not adding any link to the selected layer attribute.  A PHP
warning is displayed (see below).

Steps to reproduce:
1.  Load sample_enhanced.phtml
2.  Select Tools
3.  Select Map Tips
4.  Select the popplace layer
5.  Select NAME as attribute
6.  Type in any URL

Was able to reproduce error on Windows/Explorer5.

Changed target to 1.99 RC 1.

I want to add more information to this bug.  There are two JavaScript errors:

Error: MapTipsContent is not defined
Error: MapTipsClear is not defined

I'm sorry I miss something in comment #4.  These JavaScript error come out when
moving the mouse over city names after I added the map tips.

Update:  I got no more PHP or JavaScript error.  But there is still no URL link
added.
