This would be a very useful option. when creating a new language. instead of starting with the default xml template. I would argue that new languages should start with a default xml language file. Chances are there will be more information in the other language file eg. en-CA where most of our content writing will occur. I realize this would be no different that copying the english file and renameing it to the language code you wish, but it would be better in the following ways: * user would not have to do this, cause for error with rename it wrong. * user can define the default language template file to start with. If the language file does not exist than the doc_builder will us the blank default xml template. * this will encourage translation of documents. This new feature can be a turned on or off. meaning if ON the process will consider seeing if the language default template exists. if OFF the process will us the xml default template.
