Question, How is the KeyMap widget going to handle Service Instances. I expect
that the KeyMap image would be broken or invalid when new context's are serviced
with the template.

The key map may have to be auto generate based on the full extent of the context
file or mapfile and that the project and dimensions may also be a factor.

What is or should be done about this?

this is a tricky one that we have never come to a full conclusion on.  A couple
of ideas are:

1. allow the keymap image to be specified as a url (I don't think this will work
currently)

2. take the keymap image from the current map file at full extents

3. allow a context to be specified that defines the keymap.  This would mean
that you could define different layers and a size.

option 1 is easier, option 3 is probably a more OGCish way to handle it.
