Reported by Edward Wiebe, on the Hawaii 2 demo using IE5.  If the map image
extends horizontally beyond the edge of the browser and there is a vertical
scrollbar in the page, scrolling the scroll bar (click and drag) causes the
current navigation tool to be activated.

This bug has been previously seen and fixed during CWC2 development.

Note there is a vm on xcalibur with IE5, vm-win95-ie5.

This was happening actually just on NS in CWC
(http://www2.dmsolutions.ca/bugzilla/show_bug.cgi?id=1627) 
I will check It on IE and see if I can add the same test.

Note, this also happens in version 1.0.2, and occurs in Mozilla 1.4.

I duplicated this by selecting the hand widget and then using the scroll bar
over top of the map image.

I think this is just a general browser issue and can probably not be fixed, but
Assefa should take a quick look for the 1.99 release and decide if we will mark
as wontfix.

This may have been fixed by the javascript changes that prevent events from
going to the tools unless the cursor is over the map.  Not sure, but in any case
I think this is a future issue.
