this is the same problem as reported in Bug#354 for the UpdateMap widget.

the following produces a broken link:

<cwc2 type="Link" LinkType="HREF" href="help_en.html"
Image="images/icon_help.png" ImageTip="Launch Help" Label="Help" imagewidth="20"
imageheight="20">

If I view the properties of the broken link, it's looking for the image in the
app directory..and if I move the image to the app directory everything is fine.
 (see bug#354 for more explanation)

this works now ... not sure what change fixed it though :)
