when drawing a zoomin box, dragging seems to stop and then I have to release 
mouse and continue to create the box with the mouse button up and then click to 
finalize the box. This is only happening in IE, works fine in Mozilla.

this seems to be a problem with IE wanting to treat the map image as a drag
source.  Investigating ...

this doesn't seem to happen with the latest chameleon cvs ... there were a
couple of perhaps related changes to mapdhtml ... I'll post an update to
chameleon and get Debbie to test again.
