The user should not be able to access the Labelizer until they have defined a
Label item. 

For the Symbolizer it is not necessary to set an expression, but to define what
text to label features are.

I have been meaning to take care of this.

labelizer is now not available until a labelitem is picked. Alt text on the
blank placeholder image drawn instead of label preview directs the user to pick one.
