When a widget is dependent on working with respect to another widget(s) an error popup. This popup should only occur when an action is being requested by the user. eg. of this are all the Navigation Widgets they all depend on the map widget.
this bug is too general, there is nothing to actually fix. File individual bugs for each widget that really needs to be fixed. I.e. if you can tell me that you really think it is a valid use of the zoomin widget to be in the page without some sort of map image then I will look at that specific case. I am hesitant to agree that all widgets should load individually without dependencies ... even though most will.
Maybe it is more of an issue of what errors are communicated at time of load. Instead of displaying a php error, it would be more helpful that the error to communicate a clearer message. That suggests that the widget will not work because of a missing widget dependency. When I files this bug, to me the error looked more serious than it was. The of course is still a general bug, related to error/warning reporting. I do not want to file a bug for every widget until there is a clearer plan as to how we are going to deal with this issue, for all widgets.
