Description From 2004-11-29 10:04:17
To deal with having the option of either using the xslt php translation of
widget docs vs. pregenerated HTML widget documents. We will have to deal with
how this feature can be managed either by the help viewer or chameleon install
admin config option.

Further discussion are required.

The generation of the html output will be managed in docbuilder.

Fixed in CVS.  The table of contents can force HTML only.  In the case of the
XSLT module not being availble, it should default to HTML.
