this is 'the way it works'. The ErrorReport only pops up errors when the page loads. In jsapi mode, the page never (or at least rarely) submits. The cwcjsapi widget (or the javascript API) has a way of accessing errors but it is supposed to be the developer that checks the error stack and does something with them. If anything, this would be a feature request to add support for jsapi mode to the error report widget ...
