Need a how to... to explain the different sections of the Widget doc section of
the Help viewer. This doc will explain:

* the purpose of the differnt sections of the widget document found in the help
viewer.
* touch on the fact as to how these documents are being generated. (make
reference to Widget XML Schema Technical Document bug 834)
* possible future road map.

Given our recent discussions, we will NOT

The rest of this bug still needs to be considered for 1.99.
