Overwrighting check box should not be allowed to be used unless the user
understands the risks. meaning there should be a config option in the
doc_builder to turn on or off this feature. The feature should be defaulted to
be turned off in the config file.

doc builder is not intended to be an end-user tool (at least not for this
release) so this is acceptable for now.
