Currently the doc_builder process does not consider NavTool.php as an attribute
group. Although it may not be consider an attribute group in the widget code (at
this time). It is certainly consider an attribute group from the documentation
perspective. It should be since it is used my navigation widgets like Zoomin
Zoomout, etc. where NavTool.php holds common attribute for these widgets.

How should this be addressed?

Changed target to 1.99 RC 1.

There are some common attributes (DEFAULT, MAPID, WIDGETSTYLE?) but this would
be a big change to the architecture of how navigational tools are built.  I am
not that keen on making it anytime soon, so this is now a 2.x issue.
