Bill, please make the following considerations when fixing the doc_builder
interface. 
Current Confusions:
 * the relationship between widgets and attribute groups. 
 * the wizzered seems out of order.

Interface change:
1st page:
 * Attribute Group List on top left hand side
 * Widget List on bottom left hand side
 * To Process List on Right and side.
2nd page:
 * language options.
3rd page:
 * process config options.

Pages 2 and 3 could be on the same page where page 2 is on top of page 3. This
will make the interface quicker to us when processing documents.

As we allow more languages to be created than I am sure it will become it own
wizard page, with probably other configurable options. but until that happens we
should stick with two.
