Description From 2004-05-23 20:04:19 
Ruler tool no longer works.  An image appears in the top right corner of the
screen when trying to start the first end of a measurement, but nothing happens
over the map.

server: Xcalibur
client: Windows XP Pro / FireFox 0.8 & IE 6

not a base widget so lets do this for the RC.

this appears to work on the latest cvs version, perhaps some other js bug was
causing problems with the ruler?
