When you use the pan tool and do not drag but just click on the map half
the time an error message appears: "ERROR: no input type specified in"

Assefa, since you are looking at the Pan widget anyway, please see if this is
still an issue.

The error message is incorrectly loaded from the dbf file ( the index is wrong
).  But the question is whether we should present an error message at all or a
more appropriate one.  I am removing the error message and now a single click
will produce no error and no action (i.e. nothing happens unless you actually
click and drag)  If you don't like this reopen the bug.

The other option could be to use "recenter" type action if the user just clicks
the map.  I believe that that would be an enhancement to the pan tool.
